China Ratified UN Convention on the Rights of Persons with Disabilities
Last week, the 11th National People's Congress of the People's Republic of China has ratified a bill submitted by the Central Government for China's accession to the Convention on Rights of Persons with Disabilities (CRPD). China has actively advocated and supported to the UN in its efforts in formulating the CRPD Convention.
Delegations and representatives of the Chinese Government and China Disabled Persons Federation participated in the full process of drafting the CRPD Convention and made an important contribution to the process.
The CRPD Convention is the first international legally–binding convention designed to protect and promote the rights of persons with a disability in a comprehensive manner. To date, 27 countries have ratified the Convention and it has entered into force internationally on 3 May 2008.
In December 2006, the United Nations (UN) General Assembly unanimously adopted the landmark Convention on the Rights of Persons with Disabilities, the first human rights treaty of the twenty–first century. Filling a gap in international human rights law, the 50–article Convention elaborates in detail the rights of persons with a disability. It covers, among others, participation in cultural life, recreation, leisure and sport, civil and political rights, accessibility, participation and inclusion, the right to education, health, work and employment and social protection.
The Convention enters into force once it has been ratified by 20 countries. Those countries will introduce laws ensuring that persons with a disability are treated fairly. While the Convention does not require countries to implement measures they cannot afford, it does require them to progressively work toward measures that allow persons with a disability better access to transportation, education, employment and recreation. A committee of independent experts will receive reports from countries that have ratified the Convention on the progress made in meeting their obligations.
