Law signed to soon benefit Filipinos with disabilities | Print |

Philippines, April 16: PRESIDENT GLORIA Macapagal-Arroyo has signed into law a measure that will ensure the implementation of programs and services for persons with disabilities in local government units.


Republic Act (RA) No. 10070 on April 6, which is the consolidated version of Senate Bill No. 3560 and House Bill No. 1387, amended RA 7277 or the Magna Carta for Disabled Persons.

The new law primarily provided for the creation of Persons with Disability Affairs Office (PDAO) in cities and municipalities.
The PDAO was tasked to formulate, implement and monitor policies, plans and programs for the promotion of the welfare of persons with disability and disseminate information on relevant programs and activities.

It was also directed to ensure that the programs are funded by both the national and local government and seek donations in cash or in kind from local or foreign donors to carry out plans.

The law states that priority should be given to persons with disabilities in the selection of the officer that will head PDAO.
In fourth-, fifth- and sixth-class municipalities that often face budget constraints, local chief executives may appoint a focal person in lieu of the creation of their own PDAO.

The Department of Social Welfare and Development, in consultation with the NCDA and relevant nongovernment organizations, was tasked to review the implementation of the law and recommend to Congress the need to mandate the establishment of a PDAO in fourth-, fifth- or sixth-class municipalities if it deems necessary.
